Yes, private candidates as well as those who have completed their schooling from NIOS too are eligible for NEET 2020.

Along with above-mentioned criteria, following requirements too are to be met-

Candidates need to attain 17 years age by 31st December of 2020.

Candidate needs to pass 10+2 or its equivalent from a recognized board with Physics, Chemistry and Biology/Biotechnology and English as core subjects. Those, having Biology as an additional subject are too eligible to apply.

Final year candidates are also eligible to apply.

NEET eligibility is based on PCB aggregate against each category mentioned below-
UR - 50%,
OBC/SC/ST - 40%
PWD - 45%

There's no upper age limit for NEET, hence no restriction in terms of appearing for this exam.
