Yes, you can appear for the NIOS Class 12 exam if you failed in two subjects in CBSE.

1. NIOS (National Institute of Open Schooling) allows students to reappear in failed subjects or take fresh exams.
   
   
2. Once you pass the NIOS 12th exam, you will be considered Class 12 qualified.
   
   
3. NEET Eligibility: NIOS Class 12 pass students are eligible for NEET, provided they meet the PCB subject and minimum marks criteria (40% for OBC/SC/ST, 50% for General).

If you register and pass before NEET counselling, you can apply for MBBS admission.
