Yes, you can apply for SCRA exam if you are appearing in 12th too.

The eligibility criteria says that the candidates must have passed class 12th with Physics, Chemistry and Mathematics as the main subjects from a recognized board but those who are appearing in final year of 12th are also eligible for this exam.
