If you qualify your first year exams and pass in all the subjects, you are eligible to be promoted in second year of your college and stream. However, since your question is unclear about where you want to join from second year, so the situations might be different. If you want to change your college within the same university, your request might be approved, if you apply for college change, after some procedures. If you want your university changed, then you have to apply for migration from your university, but you also have to convince other university to give you admission in between the program (from second year). The concerning university may or may not agree. In case of changing your city your reason must be one of your parent's transfer. So, firstly talk to the college or university you want admission in, before leaving your existing place.
