If you are asking about Punjab JET then definitely you can apply after class 10th.
Punjab JET is mainly arranged by the Punjab State Board of Technical Education and Industrial Training. The process of admission is totally based on marks that a student obtains in their 10th exam.
If you wants to enroll yourself in polytechnic courses then surely you can go for this.

If you are asking about JET i.e Jain Entrance exam then no , you cannot give JET examination with 10th qualifications. Actually JET exam is for admission in B.Tech course at Jain University.

You are not eligible for Jain Entrance Test i.e JET  because to be eligible for JET examination you need to have  qualified 10+2 (or equivalent) examination with Physics and Mathematics as compulsory subjects along with any one Chemistry or Biotechnology, or Biology or Technical vocational subject as third subject.
