Well, I assume you have completed your 1 year in MBA from the college in Telangana. Usually, the college won't let you go until 1 year is completed, but it completely depends upon the college and its management. the reason is that, the college losses its student and thus its income from you. 

Now talking about getting into a college in AP, you would need to start your MBA from the first year again as the new college won't let you start from the middle of course. this will lead to loss of your 1 year. And the loss of 2 whole years of life is a massive thing to compensate. this will also put a bad impression on your resume and may affect your placement.
