The fees of all the government colleges are more or less same. But for private colleges the fees depends on the college authority. So the authority of that college decides the fees. It depends on many facors like the facilities provided, Infrastructure, taching staff, etc. That's why there is difference. The fees you mentioned should be of the whole duration.
