It is possible to shift to another college in the 2nd year of B.Com under the condition that the new college must be under the same university. You must state valid reasons for changing the previous college. You must have good SGPA(above 8.5) and a good attendance percentage. As the registration is done in the 1st year, you should contact the College Authority too, about the rules and regulations for changing the college.

You need to apply for transfer certificate in the college you are presently studying.

Moreover  the desired college must be open to migration. The process can be bit lengthy but you can try to change your college.
