As per the eligibility criteria prescribed by Union Public Service Commission (UPSC), applicants need to have passed graduation in any stream to be eligible to appear for IPS exam. Therefore, you will not be eligible for the exam without a graduate degree. You can, however, start preparing for UPSC Civil Services/IPS exam before completing graduation.
