You need not to go for certificate verification again . Just go to your help line centre where you got first phase certificate verification done . Ask them to add income certificate in ROC form . They will update it and   you need to carry original ROC form and income certificate (original plus xerox) . Student  should attend this, as he/she need to  sign in ROC form .  I have updated my ROC form today . So please go as earlier as possible.

According to the official guidelines released by ts eamcet counseling committee only newly candidate who take participate in second round are allowed to verify their certificate.Hence as you are the old candidate and have already get pass through the verification process you are not allowed to submit income certificate in second round.
