You can transfer only if both the universities agree to go.

You can only transfer in the 1st few week of the year.
And majority of the transfers will  happen only if both the universities comes under a single one

And the point to remember is,You should  have a good reason to transfer.

There will be only a time in which you can go for transferring yourself in another college.

So, inform in the college about your transfer.They will suggest you and inform you about the dates when you can go for it.

So, don't forget to keep a  touch with the college and dates.
