No, Skirts are not allowed for female candidates in NEET 2020. You can wear half sleeved clothes like a simple and decent salwar, and loose trousers with it without big pockets, large buttons and zip pockets. The clothes should not have any flowers or embroidery, and if the  whole outfit is light colored, it will be better for you.
