Dear applicant it's great that you are opting for Horticulture Officer post, and yes as per your asked information, a final year student can appear in this exam and his status would be appeared. Now it is not mandatory for you to submit toh required degree certificate because it often takes one year time to get the hard copy of the designated degree certificate in hand.
