can my son opt for kerala,west bengal and odisa mbbs colleges from andhra pradesh ?

Yeah, as far as state or government medical colleges are concerned, he can under All India Quota, but he wont get the Home State Advantage, hence the need for a higher cutoff and lower number of seats, so he should be prepared accordingly.

As far as Private Medical Institutes are concerned he always can without any hassle. Perhaps he should also apply for COMEDK UGET Counselling, for Good State and Private Medical Institutes in Karnataka , which perhaps even come at a lower cost, have more All India Seats and provide good medical education.
