NDA 1 and NDA 2 are two different applications and it is not necessary to choose the same preferences. You change the order of preferences in NDA 2 as per your choice. There isn't any restriction but you should fullfill the eligibility criteria specified against each service. Once you have choosed the preferences you cannot change them so be careful while filling the application form.
