Can one confirm admission in any college abroad without actually going to college through mail or internet?

Yes surely. 

Mostly you get an acceptance letter in your email or mail box. 

Apart from that you generally get a login ID in the college’s official website where you can get updates on your admission process.

If you want to get admission in any college abroad forst you should visit their official website and then apply for an offer letter by paying the application fees.
This is the only way by which you can confirm your admission in a college abroad.
After recieving offer letter you can pay the tution fee and get ready to file the visa.

This is very silly question, for taking admission in any college abroad you must be have proper knowledge of admission procedure and other information for which you must go through mail or internet.
