Dear Sir / Ma'm, you can participate in the 85 % state quota counselling of West Bengal only if you have a domicile over there or either of your parents had a domicile there for 10 years and more. You have to show the respective documents as well as fill the domicile certificate form.

As per the rules of Medical council of India,
A National eligibility cum entrance examination qualified candidates can register for West Bengal medical counseling by filling up the form of "Domicile B".
You can fill the form. But there are some conditions.
If you and your parents are reciding in West Bengal for last ten years then you can eligible for filling up this important form.
