Yes the other state students can take part and fill the councelling.There are 15% seats reserved for students from other states.

Note that Uttarakhand Technical University is one among the premier academic institutions in the state. So, obviously the level of input you would have to put into your preparation should be quite high.

Eligibility criteria: Uttarakhand Technical University offers admissions to only Indian nationals/citizens through Uttarakhand B.Tech admission 2018.

So, it doesn't matter as to which state in India you belong to. You will be granted admission to UTU.
