Dear Bala, ypu haven't mentioned whether it is for NEET UG or NEET PG. Neverthless, the reason it has been named 'State quota' is that it is confined to those students who enjoy the domicility of that particular State. And a candidate who doesnt fulfill the domicile criteria cannot apply. He/She has to apply through the 'All India Quota'. Irrespective of the State, the domicile rule for State Quota remaims the same and cannot be tweaked.
