Hello Ravi, 

As per guidelines any candidate who is eligible for JoSAA counselling is equally eligible for CSAB special counselling. 

Even if you have participated and got a seat,  then also you can take part in these special rounds. 

And it is completely irrespective of the state you belong to. 

So, you can apply for CSAB counselling.
