Yes definitely, the preferences can be changed after the 1st cap round if you wish to get a better college. But see to it that you put all the colleges in correct order as per your preference. Also, even after 2nd round your preferences can be changed so don't worry about it. But, you need to go to the reporting center once after the result of the 1st cap round.
