you can apply for the states quota (85%) only when you have domicile of that state, which depends

on :

if you have completed your class 11-12 from that state 

if you are resident of that state (minimum 7 years)

if you have mother tongue of that state (for that you have to give exam)

so, it doesnt depend from where your mother or father belong to, it only depends on the domicile.
