you very well can attend the state counselling even if you have been allotted seat and the all India counselling but then you will have to stick to either one and if you want to stick to the all India seat then even if you participate in the state counselling you will have to forfeit your seat by not attending the admission procedure after your allotted seat on the first round and if you want to shift over to yours state seat ,then forfeit the all India seat - however you might have to pay compensation money for that and you will have to read the information bulletin present on the MCC counselling website to know more details about this issue
