No.
If you not applying for Round One Counseling then you are not eligible for round 2 Counseling.
But you are able for spEcial Round counseling.

yeah you must definately attend the 1st round while making the option entry in case if you fail to attend well it doesnt create issue you can continue with 2nd round but its good if you go for 1st round
