see as per ugc rules a students can enroll for two programs at a time, however between the two program one should be full time and other should be on distance learning or part time course. as for ugc rules one students can not go for two full time program at the same time and duration. so since your two mtech course is different category and different schedule then it has no issue for pursuing it.
