Hello, You are eligible to apply for MS in CS since the eligibility is undergraduate degree in the relevant field like IT, CS etc. But MS is offered in institutions like IITs,NITs, IISC in India i.e. only science and research institutions MS programs for which you will be needing a GATE score. But MS is more prevalent in abroad out of which countries like USA and Canada are more preferred for which you will be needing a language proficiency score and or GRE.

Yes, you can. for MS from USA or Canada you'd have to appear for the GRE exam as well as the TOEFL exam, get a great score (above 325) and have as strong CV to go with it, also focus on the SOP (essays) and apply selectively.
