So with regard to your query, NO you cannot join. You need to clear all the subjects from the intermediate through supplementary exams and after that only, you will be able to get admission into any degree or engineering or medicine colleges. You may write the entrance exams of those colleges with failed subjects in intermediate, but you need to clear them before getting admission into the colleges.
