see it depends on the exam or the exam control authority notifications of admission process. generally character certificate is issued by the educational institute after completing any course program. I suggest you to contact the exam control authority and ask the details of sources from where character certificate may issued and accepted. I understand currently most of the institute has closed due to pandemic and there fore it may be delayed to issue a character certificate from any of the institute.
