It depends on type of project. At some place Civil Engineering Diploma is not mandatory for Government Tenders but it will be a bonus point for you that you have knowledge about Civil Engineering field. If you have knowledge about PERT and Construction Management then there is not problem to bid Government tenders. For small project , no degree is required. All the best.
