Yes You can appear for both Exams.

PGCET-It is a State Level Entrance Exam.

GATE-Through GATE Exam score You can apply for Various states to pursue your Post Graduation.

But you can claim your seat only through one of them either GATE / PGCETAnd preference is given to GATE qualified candidates firstThe remaining seats are then available for PGCET studentsthis is what i understood
