Hi ,no you cannot appear in exam without your PWD certificate . It is one of many documents that you need to carry to examination centre with you along with Printout of NEET admit card,passport size photograph (as uploaded on NEET application form,A valid ID proof that can be aadhar card ,driving licence etc .
