BCECE released the application form of Bihar MBBS/BDS admission on November 7th. Only those students who fulfil the eligibility criteria are eligible for participating in Bihar State Counseling. The merit list might be released today and so keep checking the official website: https://bceceboard.bihar.gov.in/UGMACexIndex.php .  BCECE did not yet release the Counselling schedule.
