If you're asking about JEE MAINS, then the cutoff for the college's and for JEE ADVANCE will only be declared by NTA after the April exam of JEE MAINS. It's due to the reason that the cutoff will also depend on the second exam as the best of two scores of the candidate will be  considered before making the rank list.
