It depends on the upload and size limit of that section during online NEET counselling . Let say, if they have said to upload the study certificate and the required space to upload the certificate is only one .. then the higher priority document relevant to the given online is need to be uploaded.. And if there is no boundary of uploading certificates , tehn you can upload the necessary documents or can upload as a merged PDF.
