As for College I am sure there is no dress code but you need to check the college authorities for all the information.

And if it's a girls Institution I have personally seen some colleges banning jeans , shirts stuff like that and allowing only salwar in particular but it's in some colleges you have to check with the help desk.

Next question about the timing that would again depend on teh college so I cannot assist you in this as you have not mentioned your college name.
