Hello aspirant,
I think You are mistaken, as far as i know there is no such one year course for Engineering.Engineering course which is B. Tech is of four year professional course and polytechnic/ITI diploma courses are there of two or three  years long.If you are a plus two science stident, you can go for 4 year B. Tech course and if you are not, you can go for poly/ITI diploma.
