The D El ED or BTC is a 2 year diploma level course for primary school teachers. Majority of the colleges for this course requires at least 55% marks in your 12th class exams. The fees for this course in government colleges ranges from INR 10,000 to INR 25,000 per year.

Whereas the fees for private colleges ranges from INR 70,000 to 1 Lakh per year.

Each state has it's own district institutes of education and training (DIET) where this D EL ED is available. You may also look private colleges like Amity Noida etc.
