In the Rules and Regulations page of PIT website, they have clearly specified that use of Mobile phones inside college campus, hostel and colege bus is strictly prohibited (www.pit.ac.in/rules.html). If found, it won't be returned to you and necessary actionj will be taken. But, I don't think the same will in the case of laptops as it is required for your studies (And they also have't used the word LAPTOP in that page). You'll have to do a lot of works in laptops and if they prohibit the use of that, idk, it doesn't make any sense. If you're getting an admission into that college, please go through the rules and regulations page of PIT, through the link i've posted and read it completely.
