Basically, the UGC is the regulatory body, which approves universities in India. All the universities must need to be affiliated by UGC, before starting any course. UGC takes care of the financial needs of the universities.

AICTE is the body which regulates the technical institutes. It frames rules and regulations to monitor the institutes.
