Government seats in neet refers to the seats offered by the government medical colleges by the counselling of MCI and the state government authorities.

General seats refers to the MBBS seats available for the candidates beloging to the general category.

Management seats refer to The seats you get via management or NRI quota. They are mainly available in Private medical colleges and deemed universities. you need to qualify neet for it too.
