Solution : Based on the given graph in question,
Total number of students = 5 + 10 + 15 + 19 + 13 = 62
Number of students who obtained 40 marks or fewer = 15
$\therefore$ Required percentage = $\frac{\text{Number of students who obtained 40 marks or fewer}}{\text{Total number of students}}× 100=\frac{15}{62}×100 = 24.2\%$
Hence, the correct answer is more than 24.
