In general algae can be referred to as plant-like organisms that are usually photosynthetic and aguatic, but do not have roots, stems, leaves, vascular tissue and have simple reproductive structures. They are distributed worldwide in the sea, in freshwater and in moist situations on land.

No algae does not have and does not require vascular tissue, because whole body or entire cell of the body is in contact with/submerged in the water hence they do not require vascular tissue. Vascular tissue or lignified vasculature is a specialized tissue which is present in higher plants for water/mineral transport (Xylem) from roots to all parts of the plant and nutrient/carbohydrate transport from leaves to all parts of the plant (Phloem).

Algae like Chara if we grow on land will die-off, because it's an aquatic plant especially grows in low oxygen high calcium and phosphate waters, it does not have vasculature or root system to transport water or food materials across the algal plant body, hence it will die-off on the land.

The entire algal body acts like diffusible organs to absorb water and minerals from the surrounding aquatic environment, while internal diffusion transports nutrients across the algal plant body.

The plants with high level of organization and bigger structure require vascular structure that is xylem and phloem to transport their nutrients.
