it depends upon the reputation,location and the structure of the placement wing of the college . it also depends upon the courses you  have chosen . courses like computer science engineering ,mechanical engineering has more chance of placements than others . yes most of the state government colleges provides placements but please take a look on the previous year's placement of that college also 

By placement you mean seat in any government college in engineering I guess. That will depend upon how good have you scored in the exam you have appeared for and for what state. Also it will depend on what reservation category you belong to. Your rank should be as low as you can make it to get a good government college.  But you have to provide us with details
