Hello.
No , you are not eligible if you belong from other state and you are studying in Andhra Pradesh and you're expecting to have relaxation in the college or university in Andhra Pradesh on the basis of state scholarship then you are not eligible for that you need to have state domicile if this is a Central University and it is mentioned in their prospectus that you can have fee relaxation according to your some characteristics then you will be eligible on the basis of central domacile.
