Yes, as of my knowledge VITEEE ranking and counselling depends upon its entrance test only and not on any other factors. Obviously you have to be eligible to get admission in VIT in any of the courses that is for general category you have to have minimum aggregate of  60% in Physics, Chemistry and Mathematics or Biology. Any for rest of the categories like people from north eastern parts of the country or people from OBC, SC, ST categories should have minimum aggregate of 50%.
