Yes, We do get the chance to select our own choice of College and course in the spot round/mop-up round of counselling. But the choice in spot round are limited as only the vacant seat are for this round.

Spot round is conducted for the seats which remain vacant after three rounds of counseling. You can see all the seats which are vacant in different colleges and choose accordingly.
