The comedk verification is a 6 step process that includes:

Reporting to the venue
Verification of Documents
Biometric, Photo Verification and Registration
COMEDK UGET 2019 Seat Allotment
Seat Acknowledgment and Deposit of Academic fees
Allotment Letter Collection

And Yes the verification of documents takes place before allotment of seats.
