Do we need to fill any college form before neet. if yes then pls give the statewise link?

No you do not need to fill any college form before NEET UG exam. All you need to do is fill the application form of NEET 2022 (which will be released by NTA; not released as of yet). After NEET UG 2022 is over, you will then need to fill up the counselling forms (when the counselling will start - All India Counselling and/or State Counselling as desired). You are suggested to keep visiting the NTA official website on a frequent basis for latest updates regarding release of application form for NEET UG 2022.
