It depends on the university. If you apply through common app, there are options to put the scores from 9th grade and a few top universities make it mandatory to report scores from 9th grade.

Since one gets into US universities even before the 12th results are out, the admission is decided on predictive scores. Therefore 9th, 10th and 11th scores will give an indication as to how will one perform in 12th.
