There isn't any problem for stepping back for acheving something.There are many entrance exams which take admission even after dropping two years.

JEE allows you to write MAINS three times and many state run government colleges has age limit upto 22 years.

Also you can try for IPM IIM INDORE, which has age limit upto 20 years for general and 22 for reserved ones.
